Government

Enga Provincial Government is responsible for the administration and discharge of good governance in the province. And to ensure the above, the EPG has a vested responsibility to ensure sound development policies are formulated for the welfare of the Enga people.

Enga’s vision to achieve a “To have a Literate and Healthy Population that is Self-Sustaining” by 2050 relies on the ownership and support of the Enga Provincial Government. The Provincial Governor, as Chairman of the Provincial Executive Council, plays a key role in ensuring strong governance and ongoing commitment to the vision and plan.

Enga demonstrated a solid foundation of understanding, support, and commitment. As a result, the stakeholders—including donors and national agencies—to acknowledge and recognize Enga’s readiness for upcoming development projects and programs.

Enga Government and District Development Authority

The District Development Authority does not replace Provincial Government; Provincial Government still serves an important coordination and oversight role.  Authority must co-operate with the Provincial Government and cannot perform its functions inconsistently with any provincial plans and it Service delivery powers and functions of the authority are determined by the Minister in consultation with the authority and Provincial Executive Council

The DDA undertake the following

Does everything the JDPBC does plus build and repair roads, bridges, and other infrastructure

Approve disbursement of the district support grant and district services improvement program

Provide oversight and make recommendations on district planning to the Provincial Government and National Government

Determine and control budget allocations for Local Level Government

Facilitate. Screen & endorse Local Level Government budgets

Draw up a five-year rolling development plan for the district

   Review the five-year development plan

The fifteen LLG presidents, by virtue of their election and appointment, are members of the five District Development Authority Boards. These boards play a key role in making important policy decisions for the LLGs and wards within their districts. The elected open members serve as chairpersons of these boards. To ensure that the vision of Enga’s transformation starts at the district and rural levels, it is essential for the EPG’s broader policy and development strategies to be communicated down to the LLG and ward levels. Proactive engagement from all levels of government regarding the province’s and districts’ future remains crucial.

Functionally, the Provincial Executive Council is responsible for making sound policy decisions and ensuring their implementation through budget allocations. The policy formulation process is supported and strengthened by the Provincial Management Team, which handles all policy and technical matters through the office of the Provincial Administrator.

To further improve policy development and implementation, fostering strong, collaborative relationships between the Provincial Management Team and the Enga Provincial Government is vita.

Twenty-five years of stable leadership and consistent administrative machinery have resulted in EPG attracting more foreign government and NGO donor agencies to invest in all sectors in the province. ’This has been our strength and a Key strategy for addressing our development agendas.
