Enga Provincial Administration Officially Presents Annual Performance Reports for 2023 and 2024

The Enga Provincial Administration has officially presented its Annual Provincial Performance Reports for the years 2023 and 2024 in a formal handover ceremony held at the Department of Provincial and Local-Level Government Affairs (DPLGA) headquarters in Port Moresby. The presentation was led by Enga Provincial Administrator Mr. Sandis Tsaka, accompanied by a/Director of Monitoring and Evaluation, Mr. Moses Yandane.
The reports were received by Secretary Philip Leo alongside key officials including Deputy Secretary for Corporate & Technical Support Services Mr. Joseph Warus, Deputy Secretary for RSDP & LLG Services Mr. Larson Thomas, Deputy Secretary Mr. James Agigo, who oversees the Provincial and Local-Level Services Monitoring Authority (PLLSMA) wing, and senior technical officers from the department.
The submission marks a significant milestone in fulfilling the statutory obligations outlined under the Organic Law on Provincial and Local-Level Governments, which mandates provinces to submit their Annual Provincial Performance Reports as part of compliance and public sector accountability efforts.
In the past two week, the Enga Provincial Administration underwent rigorous preparations involving intensive training sessions and exhaustive data collection from both Minimum Priority Activities (MPAs) and non-MPA sectors. This process was not without challenges. The team encountered difficulties such as limited availability and verification of critical data, compounded by operational pressures and logistical hurdles. Despite these obstacles, including the delay in retrieving the 2023 report—which remains with a department senior technical officer for subsequent delivery—the administration has succeeded in completing full and compliant reports for both years.
Speaking at the presentation, Mr. Tsaka emphasized the significance of accurate and timely reporting in enhancing governance and improving public sector accountability. “These reports are vital tools for monitoring our progress and ensuring transparency in provincial administration. We are committed to meeting our obligations under the Organic Law and delivering outcomes that benefit the people of Enga,” he stated.
Director M&E Mr. Yandane echoed these sentiments, emphasizing the role of capacity building and dedicated personnel in accomplishing this milestone. “Our newly appointed officers displayed commendable perseverance and eagerness to master the data input processes required under Section 119 of the Organic Law, which was critical to achieving full compliance,” he said.
The Department of Provincial and Local-Level Government Affairs reaffirmed its support for provinces, recognizing the efforts of Enga Provincial Administration and highlighting the importance of collaboration between provincial administrations and the department to sustain good governance practices.
In addition, the presentation coincides with ongoing preparations to assist other provinces, notably the Western Highlands Provincial Administration, with their upcoming Annual Provincial Performance Reports, showcasing a spirit of inter- provincial cooperation and commitment to national compliance standards.
As provinces approach the June deadline for report submissions, the administration’s successful completion and presentation of these reports sets a positive precedent for provincial accountability and performance monitoring in Papua New Guinea.
